The Former President's Progressive Alarm Overlooks Europe's Real Threat: Technological Decline.

The recent US security policy document offers a flawed assessment of Europe. The document asserts that open-border policies and so-called "woke" policies represent an grave risk to the continent's identity. Yet, this argument is based on a fundamental misreading of the situation. The true danger facing Europe is not societal but technological and economic lag.

The Stark Growth Divide Between Europe and the US

Statistics paint a stark contrast. From 2008 and 2023, American economic output surged by 87%, compared to a paltry 13.5% growth for the EU. During this time, EU GDP per capita fell from 76.5% to just 50% of the American figure. Strikingly, even Mississippi now boasts a greater average income than major European economies like Italy and France.

Today, roughly 50% of the world’s top fifty technology firms are US-based, while only four are from Europe.

The Technological Shortfall: A Critical Problem

This widening disparity stems from stronger efficiency gains in the United States, largely due to breakthroughs and better use of resources. The landscape of world technology dominance is overwhelmingly US-centric. Over the past fifty years, 241 US firms have scaled into enterprises valued at over $10bn, compared with only fourteen in Europe.

This disparity prompts a pressing issue: In the race for future industries like AI, semiconductors, and quantum computing, what is Europe stand? Experts widely concede it is largely a contest between two between the United States and China, with Europe starting at a clear disadvantage.

Root Causes of the Continent's Innovation Gap

A number of major reasons explain this technological divide.

  • Venture Capital: The US boasts a much more robust and more dynamic network for financing new ventures. Europe still lacks a genuine capital markets union, which caps the scale of new firms.
  • Bureaucratic Hurdles: Complex and divided regulation hinder European business. A US startup can launch a product under a single set of laws to access a consumer base of over 330 million. The EU, despite a bigger population, is divided among twenty-seven separate regimes, creating significant market obstacles.
  • Mindset Differences: Views on entrepreneurial failure differ sharply. In parts of Europe, a startup's collapse was historically viewed with stigma, whereas in the US, it is often considered a valuable lesson.
  • Military Investment: The United States enjoys a tightly woven innovation pipeline linking defense and academia. The continent's chronic underinvestment in military capabilities has eroded its ability in pioneering research.

A Path Forward: Reasons for Hopefulness

Despite these challenges, one can find causes for hope. Policymakers are growing more conscious of the severe threat and have started to advance substantial change. Notable reports on European competitiveness and the internal market point to the necessity of sweeping reforms.

With the right incentives and regulatory reforms, Europe's strengths could support far greater degrees of business-led breakthroughs.

The continent still possesses significant advantages: skilled human capital, excellent schools and universities, and premier research institutions. Alongside a large internal market and substantial household savings, these foundations have the potential to trigger a surge of investment and entrepreneurship.

Importantly, even if Europe does not become the leader in developing cutting-edge tech, it can still significantly boost economic output by adopting and adapting advancements from other regions.

An Inflection Point

Europe now faces a decisive crossroads. To paraphrase a famous line, economic erosion often happens "slowly, then all at once". So far, Europe's technological decline has been steady. But, if it fails to take decisive action to address its deep-seated problems, today's gradual weakening could give way to a sudden and irreversible loss of global economic relevance.
